Driving State-Wide Impact: Hendy’s 10 year + Partnership with the Delaware Department of Education: Part 3

When state education agencies aim to transform systems at scale, the challenge isn’t just designing ambitious policy and programs—it’s ensuring those policies translate into meaningful, fair, and sustainable practice across every district and school. Since 2013, Hendy Avenue Consulting has partnered with the Delaware Department of Education (DEDOE) to turn statewide vision into practical, ground-level impact.

Our long-term collaboration with DEDOE highlights Hendy’s strengths: supporting the design, piloting, and state-wide implementation of large-scale initiatives while providing customized, adaptive coaching and support to agency leaders every step of the way.

Evolving Performance Management for All Educators: Student Improvement Component

Building on our long-term work in supporting DTGSS, DEDOE engaged Hendy in early 2026 to support the final year of the pilot of the redesigned Student Improvement Component (SIC). SIC is the student learning component of evaluation for all educators in Delaware, regardless of role. Hendy is partnered with DEDOE to:

• Review learning from early years of the design and implementation of the first year of the SIC pilot, and adapt and evolve tools and resources based on those learnings
• Support leaders in 15 schools with pilot implementation of the SIC, and collecting feedback to inform final design and implementation state-wide.
• Facilitating preparation for full implementation with state and district leaders to build capacity for successful goal-setting for all educators in the fall of 2027.

This work requires not only technical support to design a rigorous and fair goal-setting process. It also requires a deep focus on change management and stakeholder engagement state-wide to ensure that educators are prepared and supported to leverage the SIC process to drive student achievement.
