Summary
Hendy is partnering with leaders in the DE Department of Education to revamp the new leader mentoring program that is implemented across the state. Specifically, Hendy is conducting best practice research on mentoring for new school leaders, and is facilitating a steering committee to create criteria for leaders who serve as mentors. Hendy is partnering with the DEDOE to refine the training and management program for leaders who serve as mentors, including creating materials for implementation of the revamped program in the 2025-26 school year.

Summary
Hendy facilitated the multi-year, statewide initiative to improve Delaware’s current teacher observation and evaluation rubric and process. Hendy worked closely with teachers, school leaders and other stakeholders to design and pilot a new teacher evaluation system that supports fair and accurate evaluations of teacher practice and guides ongoing teacher development. Hendy facilitated a multi-year pilot of the new teacher evaluation system through data and feedback collection and reporting, including through the Covid pandemic. After implementation, Hendy provided leadership coaching for the Department of Education leader responsible for the ongoing implementation and continuous improvement of the teacher evaluation system. Annually, Hendy conducts comprehensive reviews of a sampling of teacher evaluation reports from all districts in the state, and creates data reports district leaders can use to drive improvements in their schools.
Outcomes
The Delaware Teacher Growth and Support System (DTGSS) is now the core teacher evaluation and development system in place across the state of Delaware. Following the first year of the evaluation pilot in 2021-22, close to 70% of teachers find the new system to be fair and equitable. The state stayed on track to implement the full system in the 2023-24 school year state-wide, with all 19 LEAs meeting benchmarks for implementation. Since implementation, Hendy has generated over 40 reports assessing close to 1,000 observation reports from across the state for alignment to quality criteria.
2013 - 2015
Summary
Hendy worked with the Delaware Department of Education to develop several teacher observation rubric alternatives to the state’s DPAS-II system for schools in the state based on national best practice research, state law, and teacher feedback. Two years later, Hendy led the research, design and implementation of an evaluator certification assessment for administrators statewide who completed classroom observations as a part of the state’s DPAS-II teacher evaluation system. The credentialing process included authentic assessment opportunities designed to support high-quality teacher development.
Outcomes
The alternative rubric was implemented in ten charter schools in Delaware to assess validity, impact on teacher practice, ease of use, and impact of inter-rater reliability. The rubric was adopted by several schools as an alternate to the state’s system. In addition, more than sixty evaluators across the state were credentialed to evaluated using the DPAS-II process.
